EN 55022:1998 A1+A2 and EN55022:2005

The CENELEC Technical Board (BT), at its meeting on 13 September, ratified EN 55022:2005 with the date of withdrawal of the superseded standard of 1 October 2008. At the same meeting, BT agreed to the TC210 proposal to postpone the dates of withdrawal associated with A1 and A2 to EN 55022:1998 to 1 August 2007 to align with the date of withdrawal associated with the base 1998 EN55022 standard.

These two decisions, taken together, would mean that a manufacturer using the 1998 edition to its final date of withdrawal in 2008 would have to apply A1 and A2 between 1 August 2007 and 30 September 2008. This would mean employing the ferrite clamps specified in A1 for a period of 14 months only. Of course, they could apply the 2005 edition from 1 August 2007, or earlier, to avoid the use of the ferrite clamps. (Link to DoW issued by CENELEC for A1 and A2). EN 55022:1998 (EU) (information technology equipment)

The new EN55022:1998 +A1 & A2 was set to be mandatory by August 1, 2003. It is now official as posted in the R&TTE directive list of harmonized standards that the DoW (Date of Withdrawal) will be extended to August 1, 2005 for EN55022:1998+A1, and December 1, 2005 for EN55022:1998+A2.

Although this new DoW is set in the R&TTE directive list of harmonized standards, we expect it to be ratified in the EMC list soon.

EN50130-4 (EU) (alarm systems)

As of Sep. 1, 2007 the immunity standard EN50130-4:1995 +A1: 1998 will be replaced by EN50130-4:1995+A1:1998 +A2:2003. The major change is that the new version requires Radiated Immunity testing up to 2 GHz. This may have a significant impact on your new and existing products, so keep that in mind during
product development.

Proposal for a new EMC Directive (EU) (EMC related)

It has been in the works for some time (5 years), but it appears that the date of publication in the official journal of the European Union is drawing near. I have included for your reference, the proposal for a new EMC Directive, officially submitted on the 23rd of December, 2002. It is expected that this new Directive will actually be published within the next two years. The directive allows for a two year transition from the date of publication.

Major Changes to FCC Rules (US) (intentional and unintentional radiators)

The FCC recently released a Report and Order announcing the latest rule changes. We have provided a link to the document at the bottom. The actual new rules are located at the rear of the document (as always).

Highlights:

-NVLAP and A2LA accredited labs need no longer file site descriptions with the FCC.
-ANSI C63.4: 2001 is now adopted
-DoC label has changed (removed "for home or office use")
-Transmitters operating under 15.211, 15.213, 15.221, and transmitters operating below 490 kHz, which have at least 40 dB of margin, can now be approved via verification approval process
-Made the limits higher for 13.56 MHz devices (RFID)
-Removed the restriction of not sending data under 15.231

There are more changes, but this summarizes some of the ones that effect most of our customers. I would
recommend reading the document (or at least the rule changes in the back).

CISPR 16-2

The IEC has an announcement on the availability of the Second Edition of CISPR 16-2 - "Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Part 2: Methods of Measurement of Disturbances and Immunity." The standard specifies the methods of measurement of EMC phenomena in the frequency range 9 kHz to 18 GHz.

ACTA News

The Administrative Council for Terminal Attachments (ACTA) has revised its "Guidelines & Procedures for submittal of information to ACTA for
inclusion in the database of approved Telephone Terminal Equipment ("TTE")" and released Version 2.5.

Version 2.5 includes further clarification of guidelines and procedures for submittal of information for equipment re-certifications and
re-approvals. In addition, the Customer Information has been revised to remove a perceived restriction on the connection of certain terminal
equipment to the Public Switched Telephone Network ("PSTN") and certain private-lines services.
