What is ANSI C63.17?

ANSI C63.17 is the American National Standard for test methods and measurement procedures used to demonstrate compliance of Unlicensed Personal Communications Service (UPCS) devices with FCC Part 15, Subpart D. UPCS operates in the 1920–1930 MHz band and includes cordless handsets, cordless PCS telephones, and personal communications devices using TDMA or spread spectrum techniques in this frequency range.

At Compatible Electronics, ANSI C63.17 testing is performed at our Lake Forest facility as part of a complete FCC Certification or FCC Part 15 test program. The test is closely related to ANSI C63.10 used for Subpart C and E intentional radiators — many product programs require both.

🔎 ANSI C63.17 (2013) vs legacy (1998): The 2013 edition is the current version accepted for new FCC submissions. ANSI C63.17 (1998) combined with ANSI C63.4 (2003) is listed on the Compatible Electronics NVLAP scope for legacy and retrofit compliance paths. Consult our EMC Design Consulting team to confirm which version applies to your submission.

ANSI C63.17 in the FCC Part 15 Test Program

FCC Part 15 covers a broad range of unlicensed radio devices across multiple subparts. ANSI C63.17 specifically addresses Subpart D (UPCS). For a complete FCC authorization program your device may also require testing under other subparts and measurement standards:

Authorization Paths

FCC Certification vs SDoC

  • FCC Certification — TCB review, required for intentional radiators
  • Supplier's Declaration of Conformity — for certain Subpart B devices
  • RF Exposure testing (SAR / MPE) if applicable
  • Compatible Electronics is an authorized FCC TCB
