The ETSI EN 301 489 series provides the EMC requirements for radio equipment and services in Europe under the Radio Equipment Directive (2014/53/EU). This article explains Part 1 (common requirements) and the key part-specific standards. Part of the Compatible Electronics Learning Center.
The ETSI EN 301 489 series is a multi-part EMC standard specifically developed for radio equipment and services. Unlike the general-purpose EMC Directive (2014/30/EU) standards, EN 301 489 supports compliance under the Radio Equipment Directive (2014/53/EU — RED), which applies to products that intentionally emit or receive radio waves.
The series has a two-part structure: Part 1 (EN 301 489-1) specifies common technical requirements applicable to all radio equipment and services. Parts 3 through 52 and beyond specify additional requirements for particular radio equipment categories. A product must comply with Part 1 plus the applicable part(s) for its specific radio technology.

EN 301 489-1 establishes the common EMC test methods and performance criteria applicable to all radio equipment. It defines: the list of emission phenomena to be assessed, the immunity phenomena to be tested, the performance criteria (A, B, C, D) for evaluating test results, and the conditions under which testing is performed. All radio equipment must comply with Part 1 plus the relevant part-specific standard.
